The Navigation privilege grants the user access to the Navigation button on the top toolbar. This is safe to give to all users, as the controls for any deeper parts of the system are handled by their own privileges. However, for read-only access to basic parts of the system you can remove this option, simplifying the system for users that won't need to go any further than the main toolbar.
