Objective
Add a Vaccine Certificate option that can be printed from the Order Screen or the Cashier Screen when a qualifying vaccine product is purchased. This certificate should follow the USDA guideline, and allow a technician to add in the label information from the Order screen. This information should then backflow to the Medication section of the patient record.

Assumptions
Users will want to print this during the order process via the Order Screen or Cashier Screen, but may also want to print it during the course of the Episode via the current Vaccine workflow in Medication.
The USDA standard will be sufficient for most states legal requirements, and for international travel.
Vaccines are either 1 year or 3 year, and not any other options.
Vaccine Certificate cannot be modified after the Order Item is Approved. A user will need to Unapprove to make any further changes.
If the Vaccine Certificate form has not been completed (flagged as deficient) the Order will be locked out from Close.

User interaction and design
Out of Scope
Custom reports based on individual state laws or layout preferences. The USDA requirements will be met, but any additional state requirements may need a custom report.
Filling out the Vaccine Report from the Prescription Fill screen. If users are adding this product as a prescription, it should be done as a Dispensary item on the patient record.
Support for label printing - this system report will be designed for standard letter paper
Support for linking to multiple reminders (possible future enhancement)
Display of all linked reminders (possible future enhancement)
