Objective
To integrate Disease Reporting for NAHLN and state agencies into VetView, eliminating the need for third party disease reporting via Rhapsody.
Assumptions
All required information already exists or can be added to VetView
Third party reporting agencies such as NAHLN will accept reports from non-Rhapsody systems

Importing existing setup from Rhapsody (this would be a one off migration tool and if manual setup is simplified enough, any PM can do this)
